獨家：台灣人赴美打疫苗（1）—你該做什麼行前準備？

<p>一向以防疫模範生自居的台灣政府，在武漢肺炎延燒近一年半後，因為不實行大量普篩以及對於機師的居家隔離時間縮短，導致全台染疫數爆增，讓台灣成為國際笑柄。比起其他國家，多了一年半時間可以充分準備防疫戰略物資的台灣，如今卻無法取得大量的國際認證的疫苗，甚至將賭注押在了僅經二期試驗的國產疫苗，在在導致了許多在去年逃難回台的美國台僑，以及台灣內部經濟能力充裕者，從5月下旬開始，打包行李、搶購機票，逃往擁有充足疫苗的美國。然而，這些人要不是擁有美國國籍或綠卡，要不然就是已經取得赴美簽證，到底一般的中華民國國民，是否能前往美國施打武肺疫苗呢？</p>

<p>美國在2012年10月2日宣布台灣加入<a href="https://www.ait.org.tw/zhtw/visas-zh/visa-waiver-program-zh/" target="_blank" rel="noreferrer noopener">免簽證計劃（Visa Waiver Program，VWP）</a>。根據這項計畫，符合資格之台灣護照持有人若滿足特定條件，即可赴美從事觀光或商務達90天，無需簽證。儘管可以免簽進入美國，但若搭乘飛機或船舶入境，仍需先透過<a href="https://www.cbp.gov/travel/international-visitors/esta" target="_blank" rel="noreferrer noopener">旅行授權電子系統（ESTA）</a>取得美國國土安全部的授權許可，並在旅行前滿足所有相關資格條件。如果要申請ESTA，美國國土安全部除提供<a href="https://esta.cbp.dhs.gov/" target="_blank" rel="noreferrer noopener">英文介面</a>外，也提供中文介面，供使用使用中文的民眾填寫。</p>

<p>ESTA內需要填寫的資料非常多，包括個人基本資料（姓名、生日、護照號碼、身分證號碼、電話號碼、電子郵件、在台灣的居住地址等等）、社群媒體網址、父母資料、就業資料、在美聯絡人資料、在美住址、在美或在美境外緊急聯絡人資料。此外，ESTA申請還會詢問一些旅遊資訊的相關問題，包括：</p>

<p>在填寫完這些資料後，美國政府會收取審核這些資料14美元的費用，付款方式包括萬事達卡（MasterCard）、維薩卡（VISA）、美國運通卡（American Express）、發現卡（Discover）（僅限JCB或Diners Club）和PayPal。付費完成後，美方將會提供你申請號碼，你可以在<a href="https://esta.cbp.dhs.gov/individualStatusLookup" target="_blank" rel="noreferrer noopener">查核個人申請</a>的網頁上追蹤審核結果。根據我的經驗，若是首次申請，大約需要等待1至2天；若是過去曾經申請過（因為ESTA效期通常是二年或護照到期日，到期後需要重新申請），約1天內會給予通知。若審核通過，你可以在<a href="https://esta.cbp.dhs.gov/individualStatusLookup" target="_blank" rel="noreferrer noopener">查核個人申請</a>的網頁上，點選「檢視」按鍵，並將該份資料列印下來，方便航空公司check in的櫃台與美國海關人員查核。</p>
